The UK Government Actuary's Department (GAD) has conducted joint work with the UK Health Security Agency (UKHSA), during which actuarial modelling methods were tested for application to pandemic preparedness tasks. The primary objective of the research was to assess how effectively actuarial approaches, traditionally used in insurance and pension provision, can be adapted to analyse uncertainty and risks associated with the spread of infectious diseases. Actuarial modelling is typically applied to calculate financial risks; however, GAD specialists have demonstrated that similar statistical and probabilistic methods can be useful in forecasting the development of epidemiological scenarios. This allows government bodies to more accurately assess the potential consequences of disease outbreaks and to prepare appropriate response measures in advance. The collaboration between GAD and UKHSA is viewed as part of broader efforts to strengthen the emergency preparedness system in healthcare following the COVID-19 pandemic, which revealed the need for more sophisticated forecasting and risk management tools. The use of actuarial expertise in public health represents a relatively new approach that can complement existing epidemiological models by adding the financial and statistical rigour characteristic of the insurance industry. The results of this work may be used to improve the risk assessment methodology in developing government health policy and preparing for future pandemics.
