The European Commission in Strasbourg presented a package of measures to prepare the European Union for future enlargement. The document sets out key policy directions and specific actions necessary to adapt EU institutions to accommodate new member states. The initiative fulfills a mandate from the European Council and implements a commitment made by European Commission President Ursula von der Leyen in her 2023 State of the Union address. The proposed measures cover several key areas. First, there is reform of the EU governance system, which should ensure the effective functioning of institutions as the number of member states increases. Second, the main policy directions of the EU are being reconsidered in light of the needs and characteristics of potential new members. Third, the issue of the Union's budget is addressed—its structure and volume must be adjusted to support an expanded composition of states. Particular attention in the package is given to protecting the fundamental values of the European Union and the principle of rule of law. The European Commission emphasizes that enlargement should not come at the expense of weakening the democratic standards and legal guarantees on which European integration is built. This initiative is viewed as an important stage in the EU's long-term strategy for integrating new candidate countries, including Western Balkan states, Ukraine, Moldova and others. The reform package is intended to preemptively remove institutional and financial obstacles that may arise from EU enlargement and ensure a smooth transition to a new configuration of the union.
