The European Commission has published its fifth annual report on the implementation of the Recovery and Resilience Facility (RRF) — the central financial instrument of the NextGenerationEU program, launched to support the economies of EU member states following the COVID-19 pandemic. The document was presented in Brussels on October 7, 2026. The report emphasizes steady progress in the implementation of national recovery and resilience plans by EU member states, which cover a broad range of reforms and investments — from digitalization and green transition to strengthening social infrastructure. As the program approaches completion, the European Commission notes a high level of achievement of set objectives and fulfillment of agreed milestones. The RRF mechanism was created as the foundation of the NextGenerationEU program with a volume of approximately 800 billion euros, designed to help EU countries overcome the consequences of the pandemic while simultaneously accelerating structural transformations of their economies. Funds are distributed among member states in the form of grants and concessional loans subject to the fulfillment of agreed reforms. The European Commission's annual reports serve as a tool for monitoring program implementation progress and reporting on achieved results to both EU institutions and the general public. The final data presented in the fifth report confirms that, despite implementation difficulties in various countries, the program overall demonstrates steady implementation rates at its final stage.
